Its the Peace Statue at Peace Park in Nagasaki, Japan!
The statue is there to commemorate the atomic bombing of the city on August 9, 1945 during World War II.
There's a sign nearby this statue with some words by the sculptor (and a translation, luckily for me):

This statue was created as a signpost in the cause of glboal harmony.
